POLYTECHNIC ESTABLIHES DIRECTORATE OF PROCUREMENT SETS UP TENDERS BOARD AND PROCUREMENT PLANNING COMMITTEE.

A new Directorate to coordinate the preparation of the Polytechnic procurement plan has been established.

The Directorate of Procurement with six key offices is in line with the provisions of the Adamawa State procurement Act No.7 of 2013.

Among the key functions of the Directorate is to aggregate the procurement requirement within and between procuring entities to obtain economically viable option to reduced procurement cost on works, Goods and services for the Polytechnic.

Evaluate expression of interest of contractors, suppliers or consultants and forward list of qualified submissions to the Polytechnic Tenders Board and ensure that the procurement process and activities are in conformity with the provisions of the law and regulations as may be issued from time to time.

Process and issue letters of Awards/Job Orders or LPOs on behalf of the Polytechnic including Monitoring and Evaluation of all projects/procurement executed by the Polytechnic.

Others include maintaining the procurement record of the polytechnic, liaison with the Adamawa State Bureau of Public Procurement and ensuring fair competitive, transparent accountable and value for money in the procurement of public assets.

Key offices in the Directorate include; the office of the Director, Administration Unit, Research and Price intelligence Unit, Works Unit, Goods and Services Unit and the Monitoring and Evaluation Unit.

In the meantime, appointments into the existing offices have been made by the Management. Those appointed are; Abubakar Muhammad Dodo (Director), Mohammed Bello Aliyu (Head of Research and Price Intelligence), Edmond Yazoko Fore’afula (Head of Goods and Services), Engr. Salisu Kabiru (Head of Works, Monitoring and Evaluation) and John Daniel Joda (Asst. Head of Works).

Similarly, a 5- man Polytechnic Tenders Board has been reconstituted with the Rector of the Polytechnic as Chairman and the Deputy Rector, Registrar and the Bursar as members while the Director Procurement is to serve as secretary.

In the same vein, a Procurement Planning Committee has also been constituted with the Deputy Rector as Chairman while the Director Procurement, Director Works, Chief Stores Officer, Deputy Registrar Admin and Head of Research and Price Intelligence Unit as Members and the Budget Officer is to serve as secretary.

With the establishment and appointment of officers for the Procurement Directorate including the setting up of the Tenders Board and the Procurement Planning Committee, Adamawa State Polytechnic has fully complied with the provisions of the Adamawa State Procurement Law which requires all the State MDAs to have these structures in place.
